BISCAST, Naga City – The 2019 Most Outstanding Alumni of Bicol State College of Applied Sciences and Technology (BISCAST) graced the 46th Commencement Exercises on Tuesday, April 2, at BISCAST Student Pavilion.

Windel V. Alvarez, an ALS Mobile Teacher in Caramoan, Camarines Sur and 2005 graduate of BISCAST served as the Commencement Speaker for the graduation ceremony.

According to Alvarez, he is a proud alumnus of BISCAST and he is always tagged as “matibay” for graduating in the College.

In his Commencement Address, Alvarez shared his experiences during his years in the College.

He also shared pieces of advice to the graduates to inspire them on how to make changes in the community.

“You are a graduate of BISCAST, Iskolar ng Bayan as they said. You are expected to make a difference in your community. Do not be contented na nakaupo lang kayo sa trabaho”, Alvarez said in his speech.

Alvarez led the 1,215 graduates from College of Education (COE), College of Arts and Sciences (CAS), College (CAS), College of Engineering and Architecture (CEA), and College of Trades and technology (CTT) during the Commencement Exercises.

He was awarded as the regional winner in the 14th Gawad Geny Lopez Jr., Bayaning Pilipino awards, one of the Outstanding Educators through the Gintong Parangal para sa Edukasyon and was also recognized by the Department of Education (DepEd) as National ALS Teachers Achievements Recognition during the 2018 National Literacy Conference and Awards.

Alvarez was recognized by the Civil Service Commission (CSC) Dangal ng Bayan Award for 2018 wherein President Rodrigo Duterte personally handed him the award.

The Class of 2019, while wearing their maroon academic gown, marched with their parents and guardians, followed by the College Officials, faculty, and non-teaching staff of BISCAST.

This year’s theme focused on “Education for Global Peace, Quality Life, and Legacy.”
